Default 1965 door panel

I'm installing new door panels on my car, and have a question regarding the clips. As part of the amk kit about half of the clips have foam inserts to keep the panel from rattling... Any particular location these need to go or is it just random, every other hole, or more in front/back/top/bottom?

I'd rather do this once and not tear up the paper/panel, or scratch the door paint having to relocate the clips with the foam.

Also, the clips themselves, do they just slide in the pre-punched holes and over the cardboard?

The foam ones go on the bottom edge.

Yes the clips should slide in the pre-cut holes sliding all the way back towards the flat part. The openings should be shaped like a bullet if that helps.
