Default Horn Button Diagram

Horns don't work. Jumped each horn from the battery and they both work so I know it's not a bad horn ground to body problem. Then I pulled the steering wheel to check the contacts in the horn ring assembly and now I'm looking at something that I am totally not familiar with. I was told that one of the contacts in the ring assembly is supposed to be hot all the time, but I have no idea which one. I don't even really understand how the horn system works so I don't know what to look for. I see two spring loaded contacts that come from the turn signal switch. I tested each one with a test light and there is no power. I jumped them both together and nothing happened there either. Can anybody help?

One of the contacts is supposed to be 'hot'. You need to look at the connections, fuses, etc.

Ford, in their infinite knowledge decided that the horns would work best if they ran a 15 amp power wire up the column to the switch and then from the switch back to the horns with another 15 amp wire to a grounded horn eliminating the relay completely.

I kept working on this all day and finally discovered that it has something to do with the headlight switch. When I jiggle the headlight switch wires around, the horns work. When I was driving yesterday the car shut off as if there was no current. Started back up though. Could all this be related to a headlight switch problem?
