Speedometer only works with reverse gear

I have replaced the cable to a brand new one but still the same result.
Do any ogf you know in what direction the cable should rotate, clockwise or counterclockwise.
I have the hole on passagner side and I hav etested both LH and RW hear attached on the cable, and the cable rotates using both of them.
