On a 67, there is a small round **** next to the parking brake handle. What is it for?

I knew someone in high school who was complaining how cold the car was in the fall. Turned out the **** was pulled, they didn't even know it was there.

I used to think it was a choke when I first got it lol. Its pretty useful though, the cabins get hella hot.

I figured it was on or the other. I couldn't tell if it was supposed to pull out or rotate. I didn't want to force it one way when it was supposed to go the other way.
