Default Tranny shift point

Okay. C-4 auto, seems to have a nice shift kit (shifts nice and firm), the problem is even when floored it shifts at 3500 rpm. Everything looks to be hooked up.
The only thing wrong is the kick down bar is broken. So essentially it has no kick down cable hooked up. Would this cause my issue?

It certainly doesn't help ...

I think shift points can be changed some by adjusting the vacuum modulator, google that for more info.

That linkage is part of the control circuit for the shift speed hold off; along with the Governor and internal valve body springs. fix the linkage and that should help dramatically.

I fixed the linkage, but have yet to test drive it. I need replace some ball joints first!
