Actually, no, you can come in through the drains at the passenger and drivers side. Do a very close inspection from the underside to insure the hats are sealed and no pin holes. Another option is to cut the sides off the cowl to free up space to reseal the inside. This is what I did on my 66.

+1 to coming up from the inside. My cowl was pretty solid so I fashioned a paint brush with a 180 degree handle, like a U, an painted the outside of the hats and whatever else I could get at, from the inside. I just slathered it everywhere I could.
