Try a new flasher. It is different than the hazard flasher. It is fed indirectly from the accessory terminal on the key switch via the fuse box but does not have a fuse. Black/green to fuse box (fuse feeds the backup lights only) and connected to the black/green the org/yellow to the flasher. In the column a blue wire goes to the 4 way flasher switch. From there it goes to the turn signal switch. The common of the turn signal switch is normally connected to both stop lights. When you move the turn signal lever, it disconnects the appropriate (left or right) stop light from the stop light switch and connects the flasher to the appropriate front and rear directional signal and brake light respectively. So that the flasher powers the turn signal.
Inside the flasher is a heater winding that bends a thermal strip. When you turn on a signal , the winding conducts through the turn signal lamps but the current is so low that the lights do not illuminate. Once the thermal strip is heated it bends and connects the signal lights, turning them on and shorting across the thermal winding allowing it to cool. If a bulb is burned out either the winding will not get hot enough to make the lights turn on, or will only get slightly hot, making the cool down cycle very short and the good light flashes very quickly.
So first check the front turn signal lights and rear stop lights, then replace the turn signal flasher.
