Vin Number

I'm looking to buy a 70 Mach 1 to restore. The vin is 0T05H124510 which I know how to decipher. The vin in the engine compartment is *1T124510*
There is no buck tag and the original sticker on the driver door is unreadable. Is there a different significance with the 2 numbers?

Was this car under water? is that a barnacle on hood hinge?

I did not get the car. It's solid underneath but needs quarters. No motor. Guy refused 5K.

As Barnett468 said elsewhere, "It will be worth less than 1/2 what you put into it". At $5 K for a shell with bad rockers, you were wise to pass.
