Question Difficult starting semi cold motor

After driving for a period and then stopping for 1 hour or so, the motor is very difficult to start again, it seems like the gas are drowning the carbs and it smells like gas when the top is down?
I have changed the ignition coil, the plugs looks fine, the cables are fine, there is a spacer between the Edelbrock carb.
No electronic ingintion, it is the original, but it looks fine as well.
When the engine is cold the engine starts fine, and the idle is stabil.

What to do?

Sounds like either floats are too high, the float valve is shot or the thermal strip in the choke is broken and allowing the choke to close.
