how do I clean the water spots of of my polished wheels?

Are they polished with a clearcoat or are they bare metal?

use an aluminum polish

If they are clearcoated, then use a car polish & wax process just like you would your paint. If they are bare aluminum then Mothers Aluminum Polish works well.
