Repairable? Or New Bumper?

Repairable? Or New Bumper?
When I bought this car it had this on the back. Looks like the genius dragged it up against something. The bumper is made of ABS plastic or something like that and it looks like one area of the scratch is a little deeper then surface. To make matters worse, the ***-clown decided to paint over it with a different color. Anyhoo, is this scratch repairable due to the plastic-ish composition of the bumper? Or is it time to buy a whole new one and hope I can get it paint matched good enough to the original body color?
