Most states have their automobile rules on the Web these days. A little search will tell you the kind of things the lawmakers were concerned about. For rear lighting in my state, the particulars are quite closely specified. Candlepower, location, visibility. Most refer to a standard set by the Society of Automotive engineers (SAE; sound familiar?) Technically, any alteration that interferes with the designed standards is against the rules, so an enforcer with an itch could write you up for tints, decals, that kind of thing.
