Brightening the taillights?
You shouldn't need brighter bulbs at all. I have the GTS blackouts both front and rear. During the daytime, unless the blackouts themselves are in direct sunlight, you cannot see the bulbs at all (when the lights are off). Looks sweet, but you can see them just fine when the lights are on or I am braking either during the day and especially at night. They are 100% legal. Your taillights must be visible by 1000feet (in Florida anyway) I live right next to the Florida Highway Patrol station and have been pulled over and even asked them about it. Most of them, (when pulling me over at night) did not even notice I had them. They all comment on them during the day time though, but never badly. Back on topic, if my plastic black covers show plenty of light, yours should be fine as well!
