Is it a new, unpainted bumper?
If so..you will need a grey scotchbrite pad and some paint prep/cleaner. You will scour the bumper down to remove any leftover mold release and/or oil.
Then, dry thoroughly. Apply one medium coat of adhesion promoter ( I use RM 864) followed up with 2-3 medium coats of your base.
Wait 10 minutes and apply your clear.
I would also recommend you add some SEM or equivalent Flex additive to the clear to allow the bumper to flex slightly.
If the bumper is already painted..you will only need to scotchbrite it, seal, rebase and clear.

Where are you located?

If its Cervani's, it will be raw plastic.
I would pay a shop or someone who has extensive painting experience to do the bumper for you.
Plastic is a bitch to redo if the paint is not correctly applied.
