how do you paint chips?

new to painting and was woundering how do you paint a chipped bumper. do you sand it fully then paint or chip it then put filler and paint it? i just want a basic paint job. also where can i buy paint for cheap online?

First, but the paint. When you apply it, make sure the area is clean completely. After it dries, chances are, there will be an extra layer of paint that is visible, already on top of the paint chipped area.

All you do is get a spray bottle with warm water, a 2000 grit piece of sand paper(preferably Fine) and it will blend it in perfectly. Afterward, apply some wax and you are good to go. I hope this helps.
