Default wheel help

My buddy bought a car that was caught in s barn fire. He bought the car for $200. The car was so hot that the windows shattered. The chrome, aftermarket wheels look good but are scorched black so they almost look gunmetal. However, the fire hose hit the wheels so there are lines from where the water cooled them. Any suggestions on cleaning them up other than rechrome? Have tried CLR and a lot of other nasty chemicals. And he works in a body shop so he should know. Next step will be to paint them. And suggestions, help or opinions appreciated.
