i am leaning toward carb not properly adjusted or maybe a vacuum leak

I was thinking those issues or possibly timing or valves need to be adjusted.

For whatever its worth, I had until recently (just upgraded to aluminum) 66 289 heads on a 302 with a edelbrock 4barrel and it ran great; real screamer.
