Resizing Picture

Default Resizing Picture
Anybody know how to resize this pic so its the same size or even somewhat smaller than the one in my signature? The software program I have is a basic version and Resize is not an option that is included [:@]

Image Expert works 10times better then paint, but if your using paint just hit Control + E....
