The car would be decently tunable if you put a digital widebody A/F ratio guage on it. That would give you very accurate a/f #'s on the street, and as long as the timing was right, you could literally tune it on the street. I tuned my 02 to within 1% of it's effective hp this way. And how "off" would a non-dyno tune be? Would it be totally worthless? Or only a few hp off?
A non dyno tune could be off enough to cause major motor damage. It's not something you want to 'guess' or 'gamble' on. Especially if that person lacks experience tuning. Let me put it this way; the dyno is cheap insurance against potential major engine damage.
