Air/Feul ratio gauge wiring questions!!!!

hey guys.. i just got a air fuel gauge and i was wondering if anyone knew the wire that i had to splice into on the o2 sensor???

and why splice into the O2? Why not run em to the PCM?

it is a 1998 and idk where to splice the wires... that is y i am asking
