I had this problem with a Lincoln MK VIII and I removed the tach and sprayed graphite lock lubricant into the back of the tach.I might have just been lucky to not have screwed anything up but it worked fime after.Just don't hose everything down,use as little as you can.You can try shaking the tach using a rotating motion around it's center axis to see if the needle is freeing up.
