Default Ignition problem? no clue! need help

Ever since i got my 1994 GT Vert, it has been stock, 24,000 miles on it, nothing done to it, but i have noticed ever since i got it that somtimes, maybe 1 out/of 7 ignition starts, that when i turn the key, the engine starts up weak, like it is about to cut off, and when i turn the key more, it makes that loud scratching noice (i know not to do it but when the engline sounds like its about to cut off, my instinct is to turn key some more). Its just weird because, it does it all the time, not just in cold weather, and it even does it after i started the engine a few minutes ago after its been warmed up. the begining sounds normal, but when it turned over, then the weak part begins, no clue what the problem is, could anyone help? thanks a lot.

Have you checked the voltage on the Battery. Maybe a loose battery cable.

dont turn the key when the engine is running, even if you think its gonna die,

bad for flywheel and starter,

sounds like car is cold, i dont mean like freezing cold i mean below standard operating temp and will not run right until the car warms up , nothing wrong with that

could also be a custom tune, could be spark plugs, could even be air filter, if it is plugged it would act like a choke and let more gas and not enough air, could be a maf sensor, easiest thing is to just do a basic tune up and see if it goes away
