i have an 99 gt and new 17' rims and i want to lower it to get a better look but i dont want it to ride like crap so can anywone tell me the best springs to get.

how much of a drop are you talkin about here? Anything that's gonna look really good (or at least IMO) you're gonna need aftermarket struts/shocks to go along with it or the ride is going to be rough.

+1^, roush makes some good springs that arent too pricy.

I have the Ford B springs on the front of my '03 and the ride is actually better than stock.

Eibach Pro-kit springs will give you a 1.5" drop via dual rate springs. I have those on one of my cars and have no complaints... I also have the 2" drop Eibach Sportline springs on my other car. They are a single rate spring, but they don't give a bad ride. With the 2" drop, I do have to be careful or I will scrape the bottom of the car (speed bumps are out of the question)... BTW both cars are 97 cobras for reference. They originally come with dual rate springs as opposed to the GT which comes with the single rate jobbers... I would recommend the Pro-kit though. The car will look better, handle better, and will ride as good or better than stock... If you do it, don't forget to get some caster/camber plates to put your front wheels back in line. And you will most deffinately need to get some shocks/struts that are made for the lowered stance. If you haven't replaced them yet, you are pretty much due for it anyways...
