Default HP Loss?

Why is it that a car that is factory rated at say 225rwhp will baseline at 180rwhp? Rwhp I thought takes in account all the drivetrain loss from the original bhp, so what else causes the real numbers to be significantly lower? Are factory numbers for like perfect conditions and the cars maximum potential thatis never be met? I dont get it.

Heh I hope I dont look like an idiot for posting this

Yeah what he said. Take the numbers from the factory and subtract 15% and that will be pretty close!
