It's safer and more intelligent to just buy new wheels. I you can't afford it, I suggest you find a way to. Compromised tires are extremely dangerous...
I mean, look at Firestone's incident ^-^

If the flat spot is there from sitting in one place too long,it will go away with time.If it's there from alocked wheel stop it's there forever.Burnouts will do no good.
There is one way to fix it though. Some tire shops have a lathe that can take off a thin layer of tread. This can cut off everything around the flat spot and save the tire. There will obviously be some reduction in tread life by doing this but it's better than trying to live with an out of round tire.Ouit of round tires can never be perfectly balanced either. They can be balanced at one speed only, any speed other than that speed will cause the tire to deform and "hop".This is most prevalent at high speeds,if you know what I mean. That's also the worst time for vibrations to be coming and going.
