thanks dude. i was wandering cuz i have to wire up a car for some fog lights and don't the 99-04's fog lights comeon with just parking lights on? i know sn95's don't so they gotta be diff somehow

But only when the park lights are on.
Where the fog lights pull their power from to activate the relays determine how the lights will work. You can always rewire any of these circuits to have the fogs come on at any time by wiring the power from the battery.

No they will come on when you press the "Console Switch" located in the top right hand part of the diagram.
