Default rough, less glossy paint

On certain parts of my car (ie: left half of the hood scoop), the paint is slightly less glossy than the rest of the car and a little rough.

Anyone know what may have caused this?

Has the car been repainted?

Not that I know of. I did buy it used, but the carfax report didn't show any accidents, although who knows what the previous owner did.

Would a repaint job cause this?

Am a doomed to have these "rough spots" oxidize later on?

thats a tricky one, if you have the previous owner details ask about a repaint, thats what i would think. maybe he had a little accident and got it repaired himself. but not to descent standard.

Carfax wont get everything that has happened to the car. Also they are not always right about a car.

could try a cut and buff, if the clear is too thin, then a repaint will be in order.

if you do decide to get it repainted, make sure you go to a place with a good rep

the reason why its bumpy like that is prolly because whoever painted the hood (which almost has to have been replaced) didnt bother to sand it very well before they painted it
