Default fine tuning issues need help!

ok heres the deal guys.
i had this car running a couple months ago and then i had to replace the intake and now its giving some hella problems.

i have a 1971 mustang with a 302. i redid the motor stoked it out made it a 331put a mid range cam in it a high performance intake and it has a 625 cfm edlebrock carb. it has a electric fuel pump regulated at like 7-8 i think.

my issues are i found top dead center, i made sure my fireing order was right, i even had it running for a bit but i have no clue what my timing degree should be at for this engine. i dont know if i should adjust the timing or the carb first. on the carb i have to jet needles which i backed out 2.5 turns for a start i dont know what to set the idle at to start and i havent a clue how to set the electric choke on this dam thing.
i had it running tonight but it was studdering when i put some gas to it. so i fooled with things a bit and i must have made the mixture to rich because the plugs fowled out. im going to track down some plugs tomarow but i could realy use some help in finding out where i start with this car and the order in which i tune things so i dont screw up some more plugs. i have a strobe timing light. a feeler gauge the only thing i dont have is a dwell meter.

i could realy use someone to walk me through this im doing this car a an xmas present to a freind and hes coming back from out of town on saterday. so far ive redone the engine the interior the body all i need to do is tune the dam thing and it should be good to go.
