Default Surging? Slow return to idle..

I bought a motor and tranny set-up for my 65 mustang. I decided to replace the heads/carb/intake...anyhow... I got the motor in...and with the help of a local speed shop..got it running..Had to play around getting the proper distributor position, but I got it.. Now heres my issue... I set the timing at idle..( 10 degrees).. and it idles and sounds great... BUT when you give it throttle, it doesn't drop right back to idle..it continues at an accelerated idle... pretty high...and will eventually slow down... What's up with that? Also, it doesn't have great throttle response... ANY help would be appreciated!
