Default EGR Valve - Quick Question

In this pic you can sort of see a green and red wire coming to/from the EGR. My green wire/tube is cut right in half, and im thinking this is why my check engine light is on.

Am I right that its just a tube? Can it be electrical taped back up??

And can anyone tell me what exactly the green and red tube do?

Default Update

Well I used electrical tape to re-attach the green tube and so far no check engine light! Usually it comes on within 10 minutes of driving or less but so far so good I've had this light on for like a year now :P
