Default Odd electrical Problem

So today I put in some new tails and then attempted to start my car (97gt5spd) and no-go, all I get is a whining sound and sometimes the car alarm will go off randomly when attempting to start it.
Now, the lights work perfectly fine and should considering it was only the casing that I switched and all the original wires/harness's/bulbs are original.
All the other electronics in my car work fine, it just wont start. I also tried jumping it just in case and that did nothing....

any suggestions would be appreciated.

That is odd. Did you unhook the battery when you changed the lights? I'm thinking bad connection.

Factory or aftermarket alarm? Sounds like the alarm is going off in silent mode or something. possibly even may have shorted the alarm it self while you were disconnecting the old lights.

Something like this happened to me a couple weeks ago. Try looking under the driver side dash just in front of the accelerator. There might be a small plastic housing with a little black button. I pushed this button on my car and I was able to start it. Sorry if this doesn't help.
