OK... did a few things... car runs smoother, but every once in a while I still feel the same loadup, but not nearly as bad

I went out and bought an OBD1 and ran for codes... here is what I got the first time:
172-R HEGO sensor circuit indicates system lean (right side)
332-332 C R EGR valve opening not detected.

These codes came up really fast.

After getting this i went out and bought a new o2 sensor to replace the passenger side o2 before the cat. Did it(car runs a lot better, but still some hesitation from time to time(not as bad though...)

Ran codes again, but these took FOREVER to come up... waited at least 6 minutes:
311 R Thermactor air system inoperative (right side)
314 R Thermactor air system inoperative (left side)

Really have no clue what these mean....

EGR is deleted, smog deleted... vacuum hoses capped and been that way for a long time.

I was told replacing the other O2 sensor will probably fix everything.

Need advice!

Edit: Found out that the 311 and 314 is just because my smog is deleted.

Looking around the plug boots at night I can see some glowing around the boot... bearly and only at a certain angle... is this normal?? Or do I need better plug wires?
