TPMS problem
He checked and confirmed his tire pressure per his stated specs on his car, and its a 08 throwing a saftey warning message. He has done his user maintenance on this issue, bring it to the dealer before you order a part, your 100% in the right and it should be covered. If Ford tried to send him away and something was actualy wrong aside from low pressure, they would be at fault. At the very least, they will check your pressure and fill if needed, then let you know not to go back to the same pump anymore.
But I doubt that any discussion of TPMS on an enthusiast forum without the discussion drifting a bit is possible. TPMS is a new system of marginal usefulness to most enthusiasts. One that in and of itself it does nothing for either performance or ride and mostly just represents more regulatory interference with the automotive hobby. Remember that the chief reason for its requrement is that a relatively few Explorer owners failed to maintain their tires at either recommended or adequate inflation pressures.

I posted a thread "2010 GT check your TPMS system if works"
at dealer now and they can't even train the stock wheels with sensors, so they are seeing what's going on.....due to getting new wheels and tires with installed TPMS's in them I want this system to work, so incase I ordered while at Ford the training tool as well they let me have for $25...I'll keep posted.

UPDATE: This does not pretain to 2010 and above Mustangs>>>>>It is important to note that your car will not warn you about low tire pressure as soon as you start your car. Your car has to be moving at least 20 MPH (32 km/h) for two minutes before it will register that there is a problem.
2010>>>>I have only rotated and balanced my wheels since had car, Ford tech says that will not UNTRAIN them....my TPMS's may have never been trained they said, the reason they had hard time training today was car had sat in shop for 30 mins+ if you are going to train per instructions listed in previous posts you need to drive car around block to wake up the sensors, then on 2010 you can use the $30 tool from Ford but don't do the 180 degree method, that are for 2007 to 2009, ours have valve stem sensors so you hold the device by the stem. then do the training....if you want to test here's how I tested after they got mine trained. I let 12 lbs air out of rear tire, drove about 10 to 15 mins, came on, not 2 mins, not 45 that others have reported, but 10 to 15, stayed on all way home....Speedometer had the orange symbol, the tach side said Low tire pressure, once got home aired it up, started and no warning. It won't indicate if you see tire low in driveway, but will after 10 to 15 mins of driving, so tested it out hope helps 2010 owners....Now I know works ready for my new wheels and sensors this week. I have the Ford tool.

Something I found in manual that is good food for thought.....never use that fix a flat stuff, see this in manual
After sealant use, the TPMS sensor and valve stem on the wheel must
be replaced by an authorized Ford dealer.

I can't believe this thread got resurrected!! Anyway, I researched this off and on for the past year. Never did take my car to the dealer. There were several references from Ford Techs on here suggesting I check my tire pressure, gauge, hot and cold temp variation, etc. I found through my own research that the system on the 2007-2009 car reads off the ABS sensors and is only designed to detect a difference in rotational speed in tires on the same axle. So, while all of the suggestions were valid, they did not explain my problem. If I used the same gauge on all tires at the same time and even if they were all 10 psi low/high it should not have triggered the system because there would not have been the required margin of difference in the rotation speed of the tires. So as Norm stated above this is a marginal system at best and basically worthless to a "car guy". Just added complexity and cost for the consumer. Thank you, US Gov't!!! I believe in my case the problem was caused by moisture inside the tire affecting the sensor in freezing temps. BTW, I have since replaced my wheels and tires and found a sensor kit from American Muscle (4-bands, 4-OEM Ford sensors, and a Ford re-set tool 8C2Z-1A203-A) for $150.
