Default overheating, please help me out :(

my car is overheating i get 233 before t-stat & 240 after T-stat, I am using a non-contact thermometer.

because I've been over heating lately, I replaced the water pump, t-Stat, temp sensor, I flush my block, i flushed the radiator, My fan takes awhile to turn on but the chiltons book says the computer doesn't turn the fan on until 221 Degrees F, I checked the voltage at the harness where it plugs into the fan and i get 14v also the fan is supposed to turn on high if my a/c is on and it doesn't turn on at all when i do turn the a/c on, my fan comes on around the same time it starts to overheat, this car is really starting to **** me off [Mad]

also the heater doesn't work, it doesn't blow out hot air when it overheats, i flushed water through the heater core hoses and the water came out smoothly, there is nothing in my oil and nothing in the radiator water.
