Default ECU/Smog Issue *help!*

Hi guys, HELP! I'm trying to smog my 2000 Mustang. It passes visual and emissions fantastically, but fails the MIL Check Engine Light part of the test. Apparently, my ECU resets constantly. I've run it through countless drive cycles and still, ECU does not retain memory. I'm going to replace the battery cables, hoping that because the cables are somewhat corroded, that may have something to do with it (?). I can't find OEM cables, does it matter? Any other ideas of what may be causing my ECU to erase memory like this?

Looks like you can get one through ebay for about $95. You could also move to a state that dosent do emissions and never have to deal with it again
