Default Rust converter

I am in the early stages of restoring my '89 LX. There are a lot of areas of rust that need to be addressed before getting her back on the road 100%, most of the areas being bubbles and surface flakes. I purchased some rust converter the other day and started sanding and grinding away. The converter says that it will turn black and become a primered surface. I applied it to the rear bumper, and it turned black like it said, but it that it? Is it really primered enough to be painted already?

I never used rust converter before, and I don't have much experience in bodywork, so please excuse me for sounding a little clueless. Thanks!

Which brand of stuff are you talking about? If it says it is primer then it's primer.

It's from Rustoleum. The treated surfaces did turn black like the bottle said it would, but maybe I'm just not used to the way it is primered compared to it being done with the regular spray stuff.

scuff it VERY lightly, prep it, and throw some self etching primer on it....
