What is the correct torque for the lifters on a 1966 289 V8 pony?

Say what? Lifters aren't torqued down. They just sit in the lifter bores.

Factory pedestal with a 5/16 capscrew? Or is it the factory pressed in stud?

For a pedestal, you torque it to about 20lb-ft, BUT you finger tighten it to 0 lash first, and you should reach the torque setting between 1/4 to 1 full turn. If it takes less than 1/4 turn then you'll need longer pushrods, if it takes over 1 turn then you need shims.
