True, wind tunnel is required to get downforce and still have it aerodynamic. However, reducing drag is not too hard. Wind tunnel is for high performance fine tunning. Ford does do some wind tunnel with production cars too. All this started with Taurus for Ford. They could either design a body that reduces drag or make aerodynamic front and throw a wing at it. In other words, a body could be made to catch and reduce tourbulances coming off the roof, or a wing could acomplish that easily.
Other ricer/function borderline wings are those huge alluminum wings sitting on the roof of some big pickup trucks. They big for a reason, to take and throw air all the way across the bed. They make trucks aerodynamic that way.
Whether the wing is rice or functinoal then comes down to it's design, rather than use. Saying that stock mustang wing is rice is by far the most ignorant thing I ever come across. Not only it's not rice, it serves a porpuse.

I have the steeda race wing, I love it but it pushes down the back and on highways I feel that the front of the car is light..
