1996 LT1 starting issues any help?

So I have this thing for sale... I want it sold soon, I have plans to use the money to fix up my mustang. The thing is I am having a hard time selling it because it doesn't want to start when I turn the key. Sometimes it can take 10-12mins of tinkering with it, turning the key, over and over until it catches fire and starts. The mods are just CAI and full exhaust so nothing I installed caused this issue.
When you sit in it all the lights, gauges, radio, a/c etc. work properly when you turn the key the thing just keeps turning, over and over. You can hear it turning over just fine but there is no catches like its trying to fire up. When it finally does fire it hesitates at times but if you keep the key turned over fully it will in a few seconds catch fire and start right up. Once the car is running it never dies, it never loses power heck it runs great.
It has higher miles 149k but it runs, shifts etc. great once its fired up. I don't want to take it to a garage and have it hooked to a computer because I want to use all my money to fix up the mustang. I am looking for feedback from some of you that may know what it could be that's causing the problem.

run a code scan to see if any codes are being thrown, have the opti-spark checked as well they're notorious for going bad, make sure all hoses are connected and that you're getting fuel.
