how do i change fuel filter on 2000 mustang and do i have to use the special tool.

You have to unscrew the band clamp around the filter then remove the 2 white clips on each end of the fuel lines they pull out.the pull off the lines,remove the filter from its houseing and repeat to replace. Hope this helps.

Removing the filter may require a fuel line disconnect tool. The size is 5/16ths I think...get the tool that has its own 'handle' on it (red thing at napa). You can do it with the quarter sized tool but its more of a PITA.

after removing the clips all you do is slide the tool down inbetween the two joints fairly firmly and it should release the spring and pop off. the cheaper plastic ones work fine. Have a towel and maybe a small pan to catch what will drip out as you do it or unplug the fuel inertia switch and then start the car till it drains the lines and dies.

remember that the fuel system is under pressure, so if you just disconnect the filter a lot of fuel will come gushing out. If you remove the fuel pump fuse/relay or engage the fuel inertia cut-off switch then start the car and let it die, you'll relieve this pressure and only a few drops will come out.

Make sure you wear eye protection when doing this job.

Yes. On the drivers side by the tail light.
