Not sure but I believe it goes by the VIN number of the vehicle so unless that car is 25 years old I think you still may need emissions.... Check with your local laws.

Actually, it's illegal to have a 60's engine in your 94 car. It's fine for off road purposes but if you want it registered and to pass smog it's never going to work. You can put a newer engine (i.e. the new Coyote) in an older car, but you can put an older engine in a newer car.

Now, if you were to put an 89 5.0 in your 91 Fox body, that's fine, but you can't put an 89 5.0 in your S197 car because that car never came with that engine.
