Default Intermittent tach problem with 5.0 1995

I bought my 95 GTS with a blown tranny and throwout bearing so I couldn't start it when I bought it. I'm still finding problems. So, I was unable to drive it until recentlyand the tach has worked mostly to a dead state. but sometimes when I get on the throttle, the tach will sweep up then drop back down. I put an autometer tach under the hood to the brown wire of the coil, and that tach worked fine.

My question is, I believe the tach problem is the circuitry in the cluster, would anyone agree? There's no simple diagnostic's that I think I can do. I really would rather have my cluster tach work.

I took the cluster out and cleaned the contacts and moved around the needle and no help.
