Default Leaking GAS when I fill up

Was fueling with the nozzle upside down, it shut off way before it was full, so I kept pumping and it started leaking right next to the wheel, I believe from the tube that travels to the gas tank.

2nd time it started leaking just 2 seconds before pump stopped filling automatically.

i think it might be from this little tube thing in this pic

Is that little tube supposed to be there?

Yes, it's an emissions thing. That pipe is supposed to be connected to something like a carbon canister, a purge valve, a vent solenoid or to be routed back to the tank.

Why are filling with the pump upside down?

I pulled up to fuel on the wrong side to skip the line, wouldn’t stretch far enough.

I just haven’t been filling up 100%, only about 80% of a full tank and it has t done it again so…
