Default O/R H Pipe Question?

Ok this may seem like a dumb question but I am a newb to all of this stuff. Does an O/R H pipe eliminate the Cats? I didn't think so but somebody told me he thought it did so here I am asking if anyone knows. I searched the forum but couldn't find anything. Any help is appreciated. Thanks.

O/R means "off road" meaning it is not emissions legal and therefore not approved for use on the road (the street) as opposed to racing on a track.

So yes you are removing the catalytic converters (cats).
