It is rubbing on the hood liner. Mine does the same thing.
+1 make sure it's as low as possible.

You can buy the K&N oil almost anywhere or you can order the S&B cleaning kit on their website for $14.99.

You can also buy just the bottle of oil for $8.34 part number 88-0001

The K&N just uses a spray bottle to apply the oil, the S&B is more precise with a squeeze bottle and measuring exactly how much you are supposed to use. It's harder to apply the S&B oil obviously. You can also order another S&B filter for $34 if you want to have two in order to have one on while you clean the other.

And for the OP, try turning your hood bumpers counter clockwise to raise the hood up some. Not only will it keep from rubbing on your filter, but it will reduce flutter at high speeds.

yep. Or on some filters wd-40 works well believe it or not.

First you should try k&n.


My JLT stays perfectly clean for some reason

Is it normal for the filter to rub on the hood liner? That is what mine does.

I would think that restricts the air flow. Is there a way to avoid this?

Besides raising the hood bumpers you could use a dremel to shave some plastic off the heat shield where the intake tube rest on it. You'd need to move the filter back some on the tube or else it will just hit the inner fender. Cut out that section of your hood liner.
