I have Dougs 93 performance tune so the rear O2's are off. Now I wonder if it will still pass the NC emissions test for inspection. The only thing they do is plug into the ODB port and read for codes I think. Shouldnt it still pass if there are no codes showing or am I totally wrong?

If you're concerned about passing emissions, then reinstall the stock intake and tune, and drive for at least 50 miles before inspection time.
