Default "Readiness monitors not set"? Failed Inspection...

My car is due for inspection in the middle of July, and I tried to get it done today but I failed the OBDII test because the "readiness monitors were not set." They said sometimes that happens if the battery is disconnected and you haven't driven the car enough to reset the computer, but no changes have been made since I got a new dyno tune in January and I've definitely put a couple hundred miles on the car since then. The only thing I can think of is that I cleared a trouble code with a dash-hawk for "heated O2 sensor," but again that was a few hundred miles ago. Do you know if this problem could be part of the tune/what I need to do to have my "readiness monitors" set?

Thanks

it's possible that the rear oxygen sensors are disabled in the tune. ask your
tuner about this and if need be he will give you an updated tune for you to load.

I know that the car has a vacuum leak in the shaft for the CMCV plates, but this leak is entirely accounted for and accommodated in the tune. Maybe the O2 sensors were disconnected in the rear so as to not throw DTC's with this special tune? I know just enough about it to sound kinda stupid... I'll just ask the guy who tuned it
