Default CEL causing oxygen compensation? Am I crazy?

Hey guys,
I had to turn my rear O2 senors back on in order to try to pass inspection (but now we need MIL eliminators for the aftermarket cats, yada yada), but after driving maybe 50 miles with the O2 sensors on, the CEL came on and a code about the catalytic efficiency threshold was thrown, which was sort of expected. My question is this: the car feels much slower, is it possible that the PCM is reducing oxygen intake in order to compensate for the "inefficient" cats? As in limiting the oxygen intake of the engine, therefore making it feel slower? Maybe I'm just going crazy and the car isn't actually slower (also, having my brother's gt-r with aftermarket 28psi turbos and tune all weekend probably doesn't help me think of my car as fast, I clocked a 3.11 to 60 with the on-board computer, the thing is rocket ship). I just wanted to check if anything like a computer compensation (ie: "de-tuning") is possible before I asked my tuner and had him laugh at me.....
