Unless you backed up against that pole at at least 20mph, your quarter panel doesn't need to be replaced.
I think that the shop is taking you for a ride because it cost about $1500 minimum to do that job and you need to have the rear glass taken out etc...
Post pictures and I can tell you for sure...

The window is getting popped out and the louver needs to be removed so i'm having them take both of them off. You can't see it because the pics are small but there is a few good dents in her also. The quote they gave me was $919 but he said it could be more. They are not replacing the panel they have to remove it to give it the proper TLC so he is saying.

OK, make sense now.
But $900 (and it could be more) to repair that quarter is a rape Sir.
Shop around and get different cotes from various shops.
If I was to do that job, it'd be more like $700 tops.

Considering the orange-ish red color of those scratches, it may be cheaper to have flames painted over them.
Always get price quotes from several different companies, and ask to see examples of their work. If a shop has customers that love them, those customers will be happy to recommend that shop to you.
Once you find the place that does the best work, tell them which shop will do it for the cheapest, and try to get them to match (or at least come close to) the cheapest's price. You can get the best of both worlds, and you will have the security of knowing they are doing good work at a very honest price.
