failed inspection

When I requested the new tunes, I told them THe only change I wanted from my previous tune was that the 02 sensors needed to be ON/enabled. Other than that, I'm not sure what other changes, if any, were made.

Still no luck! Replaced the C&L CAI with stock air filter (stock Tune) took for two drive cycles no sensors enabled. Disconnected battery tried two more drive cycles still "not ready" Cat / EV/ O2 sensors. I talked to two mechanics they didn't tell anything except for what I've already tried.
I checked everything is stock. I perform the drive in temperatures above 40 and followed drive cycles to the T. Going to try one more drive. After that I don't know, maybe replace computer.

can you confirm that you do indeed have stock h pipe with cats and sensors are installed in cats ?

you need to get in touch with the seller and find out how they got the car to pass. They cannot sell a car that will knowingly not pass inspection/smog and not tell you or have it indicated on the title as an exemption. To my knowledge that is illegal.

The car wasn't inspected due NJ allows new car a number of years of non inspection when purchased new. I contacted the previous owner and stated the car was purchased "as is" but is willing to talk. At this point I would like to just find out what is wrong. The car only has 4,000 miles on it and is in perfect condition. I hate to tie the car up in a legal battle.

who wrote the tune for the car ? Possibly get new tune with ensuring sensors are on..

At this point, if you've put the stock air box back on, take it to Ford and have the PCM reflashed.

If you decide to reflash, make sure you've unmarried the tuner.
